Relationships and communication
Identify stakeholders, establish communication networks, and identify key contacts.

Student needs Identify student needs, using:

Put enrolment procedures in place:

Staffing & professional development Identify staffing available and professional development requirements. Establish staff appointment procedures. Identify and appoint school and cluster level coordinators. Establish initial professional development (induction) programme. Establish a community of practitioners and support through ongoing professional development.  
Technical coordination Conduct a technical stock-take, and identify technical needs. Obtain advice on technical options. Appoint technician(s). Complete installations. Put in place ongoing technical support systems.  
Learning resources Conduct a resource stock-take, and identify further needs. Access or develop required resources. Establish and use a shared resource library for digital and non-digital resources.  
Administration & support strategies Identify school and cluster level support and management. Establish cluster level management team. Establish school and cluster level management systems. Maintain cluster level management team. Maintain school and cluster level management systems.  
Finance Draft costings and initial budget. Establish financial systems within and between schools. Finalise budget. Agree and meet regular accounting milestones.  
Evaluation   Initial evaluation of the planning phase should address: "Is the proposed model consistent with the philosophy for the LCO?” Validate through regular milestones that the goals of the cluster are being met.
